On January 31,2013, the U.S. Department of Housing and Urban Development(HUD) adopted a new Radon Policy for Multi-family properties (MAP 223f) per Mortgagee letter 2012-07, and Notice H203-13. The new policy is part of the Federal Agencies working together to make homes healthier; HUD, with the U.S. Department of Energy, U.S. Environmental Protection Agency, U.S. Department of Health and Human Services, and the White House Council on Environmental Quality unveiled on February 4, 2013 Advancing Healthy Housing – A Strategy for Action. Testing Protocols:
The testing protocols must follow the protocols set by the American Association of Radon Scientists and Technologists, (AARST), Protocol for conducting Radon and Radon Decay Product Measurements in Multifamily Buildings (ANSI-AARST-MAMF-2010). The testing requires testing at least twenty-five (25%) of randomly selected ground floor units in properties in Zones 1 ( Red Zone-Highest Potential for radon levels above 4.0 pCi/L) and Zone 2, (Orange Zone- Moderate Potential for radon levels between 2 and 4.0 pCi/L) per the USEPA radon zone map.
Radon Professional:
All testing and mitigation must be performed under the supervision of a Radon Professional.
Radon Certification/License of the Radon Professional is required as follows:
Certification from either the American Association of Radon Scientists and Technologists (AARST) National Radon Proficiency Program (NRPP) or the National Radon Safety Board (NRSB), and
Certification/License from the state in which the testing or mitigation work is being conducted if the state has this requirement.
